NETBankAudit welcomes Elaine Rudolph-Carter as Regulatory Oversight and BSA Specialist. With decades of experience at the Federal Reserve and as a BSA Coalition co-founder, Elaine enhances our compliance and audit expertise.

NETBankAudit is proud to announce the addition of Elaine Rudolph-Carter to our team as Regulatory Oversight and BSA Specialist. Elaine brings with her decades of experience in regulatory compliance, making her an invaluable asset to both our clients and internal team.

Elaine Rudolph-Carter’s Distinguished Regulatory Background

Elaine is a retired Federal Reserve Bank Examiner and Policy Analyst with extensive expertise in Bank Secrecy Act (BSA) and Anti-Money Laundering (AML) compliance. She holds a Bachelor of Arts from Furman University and earned a Master of Business Administration with honors from Virginia Commonwealth University.

She began her regulatory career as a Consumer Affairs Examiner at the Federal Reserve Bank of Richmond, where she led numerous compliance examinations across a range of institutions. She was subsequently promoted to Managing Examiner, where she oversaw a team of  BSA/AML specialist examiners.

Most recently, Elaine served as a Lead BSA/AML Policy Analyst at the Board of Governors of the Federal Reserve System. In this role, she contributed to the development of BSA/AML policy and supervisory strategies and worked with Federal Reserve BSA specialist examiners to address regulatory issues and examiner training initiatives.

Co-Founding the Award-winning BSA Coalition

Elaine is a co-founder and current board member of the BSA Coalition, a nonprofit organization established in 2008 to support financial institutions in building highly effective BSA/AML programs. Membership in the Coalition is free and includes a broad cross-section of professionals, including bankers, regulatory representatives from state and federal agencies, law enforcement, and compliance professionals from across the financial sector.

The BSA Coalition is uniquely positioned to provide accessible, peer-driven education. Its mission is to:

  • Increase knowledge of BSA/AML laws and regulations
  • Clarify regulatory expectations and best practices
  • Create peer networks for idea exchange
  • Strengthen relationships between bankers, regulators, and law enforcement

The BSA Coalition offers free webinars and low-cost training that provide members with timely, practical education.

The BSA Coalition’s recent AI & Fraud webinar explored how artificial intelligence is reshaping both the risks and defenses in financial crime prevention. Industry experts discussed the latest trends in AI-driven fraud, including deepfakes, synthetic identities, and advanced phishing attacks, while also highlighting practical strategies for governance, detection, and staff training. The session emphasized the importance of proactive policies and cross-departmental collaboration to stay ahead of evolving threats.

Contributor at ACAMS Today

Elaine has also contributed to the global anti-financial crime dialogue through her involvement with ACAMS Today, the official publication of the Association of Certified Anti-Money Laundering Specialists (ACAMS). As a past member of the editorial committee and former co-chair of the Virginia Chapter of ACAMS, she has helped shape the strategic editorial direction of one of the industry's most respected publications.
