Elaine Rudolph-Carter is a Regulatory Oversight and BSA Specialist who retired as a Federal Reserve Bank Examiner and Policy Analyst with extensive experience with Bank Secrecy Act/Anti-Money Laundering (BSA/AML) legislation. Most recently, she was a Lead BSA/AML Policy Analyst at the Board of Governors of the Federal Reserve System. Prior to joining the Board of Governors, she served as a Managing Examiner for a team of bank examiners who specialized in BSA/AML/CFT, sanctions and fraud at the Federal Reserve Bank of Richmond. She is also a founder and board member of the award winning BSA Coalition, where the group was recognized by ACAMS for its work connecting the private and public sectors in the fight against financial crimes. Elaine is also a past co-chairman of the Virginia Chapter of ACAMS and the editorial committee of ACAMS Today. She started her Federal Reserve career as a Consumer Affairs Examiner where she participated and led numerous compliance examinations.  Elaine obtained her Bachelor of Arts degree from Furman University and her Master of Business Administration with honors from Virginia Commonwealth University.
